Add css to the email

I need to add some css to the emails sent (direction='rtl'). It seems that the file responsible for sending the newsletter after Scheduling or after clicking on the send now button is include/create/send-now.php But even I delete the command $mail->Send(); on row 463 the emails are still sent...
